Elsie Gilmore is Kingdom CDC's Executive Director. She came to Kingdom CDC in Feb 2001. She came to Kingdom with a background in mortgage lending and several years management experience. Elsie is a Certified Housing Counselor. She is responsible for the management of housing program services and supervision of staff.
J. Carl Manning currently serves as Director of Development.
He previously served as Executive Director since December 1999. Under his leadership, Kingdom CDC engineered and implemented Cumberland County’s first IDA program. His vision of sustainability for the organization has driven Kingdom CDC’s commitment to social enterprise. Carl's commitment to the well-being of the community is also evident in his service as board member on several industry non-profit organizations.
Blake Lucas joined Kingdom CDC as a Certified Housing Counselor in January 2011. He had served as a VISTA volunteer intern with the organization previously. Currently, his responsibilities include Foreclosure Prevention counseling.
Barbara J McMillan also joined Kingdom CDC in January 2013. As a Certified Housing Counselor, she provides foreclosure prevention counseling and promotes Kingdom CDC services at community outreach events.
Tammy Clements provides administrative support as the Intake Specialist. As the newest member of our staff, she came on board February 2014.
