J. Carl Manning ~ Executive Director.

Mr. Manning, a United State Army Veteran, graduated from North Carolina A&T State University in 1979.  Manning worked several years in retail and over 15 years in the mortgage industry. In 1999 his calling was fulfilled when he became Executive Director of Kingdom Community Development Corporation (KCDC).  A nonprofit organization dedicated to proving affordable housing for low and moderate income families in Cumberland County. During his tenure guided the organization in completing a number of projects, (I) acquiring and redeveloping distressed properties, (II) created more than 100 new single family homes, as well as installed all necessary infrastructures (streets, water/sewer, lights, etc.) which resulted in more than $8.7 million of completed local development. (III) Extending over 175 feet of new sewer lines to un-served communities eliminating failing septic tanks in the County and City.  Preventing hundreds of families from foreclosure. 

Under his leadership a number of communities have been revitalized with new infrastructure installed, new homes built, and economics development project completed.  Giving families the opportunity to achieve the American dream while taken pride of ownership in their new communities. More importantly, creating a new tax base for local governments.  Though Manning has received numerous awards and recognitions for his work, his greatest sense of satisfaction comes from knowing that he has made a difference in the lives of many. In 2001 Manning was awarded Practitioner of The Year from the North Carolina Association of Community Development Corporation (NCACDC) for hard work and innovative approaches to community development.

Also, under the leadership of Manning and his vision to sustain the nonprofit organization while lessen the burden of government, he implemented a concept of Social Enterprising.  Social Enterprise is a means to diversifying revenue streams from earned income strategies to further pursue social objectives. Franchising is one of the most effective approaches to the complexities of small businesses.  Using the premise that proven successful and accepted products and services will lessen the chance of failure, Manning decided on the opportunities in franchising and after lots of due diligence made the decision on the iconic brand IHOP.  Manning completed several months of intense in store manager/owner training as directed by IHOP. Now under his leadership operating two (2) IHOP’s (Spring Lake & Holly Springs) as franchisee of record.  In 2014 at IHOP’s annual conference Manning won the Award for the Highest Operation Evaluation (OE) in the IHOP system. Then in 2017 Manning was awarded South Eastern Region Franchisee of the year. The IHOP in Spring Lake, NC is now a certified training IHOP, which trains General Managers (GM) and Franchise Business Consultants (FBC) from around the region.


Amy Kemp ~ Housing Counselor

Amy Kemp is a housing counselor with Kingdom CDC. She has worked with the agency since December 2017, but has been a housing counselor since 2002. She is a graduate of Fayetteville State University with a Bachelor’s Degree in Psychology.

After college, she worked several years as a case manager with the Department of Social Services. After leaving this position, she began working as a financial and housing counselor. She is a dedicated worker, who desires to help customers accomplish their goals, whether the goal is homeownership or avoiding foreclosure.

My favorite part of being a housing counselor is helping others keep the home they have worked so hard to obtain and assisting homeowners with creating a stable financial environment for their future.​


Deborah Walker ~ Property Management

Deborah Walker is the current Property Manager at Kingdom CDC.  She assists people who are looking for a great place to live find that perfect place to call home.  

Deborah Walker enjoys talking to potential renters and showing them single family homes in Spring Lake and Fayetteville NC.  She also encourages them to participate in our Home Buying class that we offer monthly, so that when the time comes for them to advance into home ownership, they are filled with knowledge in the home buying process.

She obtained her realtor license in 2004 and have been working with clients to purchase their dream home.  Now she has added the position of Property Manager in her list of accomplishments.

Truly a people person and a motivator, she will listen to your needs and desires and assist you in moving in the right direction of home rental.

Her favorite part of being a Property Manager at Kingdom CDC is that it allows her to talk to clients about evolving from home renters into home owners. She believes that knowledge is power!

Isaceli De Jesus ~ Fiscal Officer

Isaceli De Jesús was born in Guayama, Puerto Rico. She graduated from Universidad del Turabo in Gurabo, Puerto Rico with a B.A in Business Administration with a concentration in Accounting. She has two beautiful kids: her daughter Araisa (18 years old), Bronco freshman and her son Alex (5 years old) future 1st grader.

She moved down to Fayetteville, NC back in 2011 from West Hartford, Connecticut. Her former employer was Lumbee River EMC, where She worked as a Customer Service Member for 4 years. She went on to work with Alan J. Asbury, CPA for a couple of months when she was then given the opportunity to work as a Fiscal Officer here at Kingdom Community Development Corporation.

For her it has been a great experience these past 3 years, as it is her first time working for a non-profit organization. She is here to help the non-hispanic community as much as the hispanic community. She loves helping people out and this is exactly what we do here at Kingdom.​


Pearl Johnson ~ Intake Specialist

Pearl Johnson, She is an In-Take Specialist at Kingdom Community Development Corporation. She also attended Central Carolina Community College, for a degree in Medical Office Administration in Science. She has several credentials, receptionist, medical coding and billing/insurance. She enjoyed her college career life during the time of 2013-2016, she became the face of NCLive at Central Carolina Community, to help students use the site with studies and learning about different cultures as well. She attends Fayetteville State University her major is in Psychology. She looks forward in this college career.

She enjoys helping people, being an In-Take Specialist here at Kingdom Community Development Corporation. Working here has truly helped her to grow into the field of helping people. Gaining knowledge about what Kingdom does for the community and the resources that they have to help people in the community. She tries each day to dedicate herself to being a good In-Take Specialist for Kingdom Community Development Corporation.

Her  vision is to always help people the best way that she can, helping people to get the right resources that they need always puts a smile on her face.
